The centerpiece of the collection is the Howard League for Penal Reform's journal, the Howard journal. It contains articles on both philosophical and practical aspects of punishment. Preventative detention, penal servitude, suicide, solitary confinement, group work and therapeutic communities, treatment for mental illness, reformatories, parole and after-care, prison diets, and the death penalty are all discussed in its pages. It examines the treatment of alcoholics, sex offenders, juveniles, children, and mothers in prison. Comparative analyses of systems in the United States, Canada, India, China, Prussia, Russia, Hungary, Burma, South Africa, and New Zealand broaden the journal's concerns to an international scope. The journal also examines the major players in the criminal justice system--including the police force, legal aid, and public defenders--as well as medical and psychiatric services in prison, and prison classes. Secondary information was a core component of the journal's content, including material such as crime statistics from the United Kingdom and other parts of the world (including reports from the UK's Home Office and Prison Commission) and reviews of books relating to crime and criminology. In later issues, the Prisoners' forum provided a platform for prisoners to write about issues important to them. In addition to the discussion of prison issues, the journal contains articles of historical interest, such as articles on prison reform and the League of Nations, and reflections on prison in wartime during the 1940s. The journal also reflects broader social trends such as the inclusion of women in police forces and the greater use of sociological data to anticipate and track crime. Finally, the collection contains the records of the organization itself, including the organization's original policy statement, a history of the Howard League and its parent organizations, financial and funding issues, reports of annual meetings, and a membership application
